The deck is meant to work in two modes:
- as a linear leadership presentation
- as a modular reference deck when executive questions branch into measurement, risk, tooling, or pilot design
Do not treat every slide as mandatory in a single meeting.

- whether review burden rose
- whether lower-readiness engineers are learning
- whether managers and leads are quietly absorbing cleanup work

Slide 16. Manager and lead responsibilities
